Cebu Pacific Confirms Order With Airbus

Cebu Pacific Airways —  the Philippines-based low-cost carrier — inked an agreement with Airbus for up to 152 A321neos for $24 billion at list prices. The deal could be the largest order in Philippine aviation history and finalized in the third quarter of 2024. The new aircraft will be powered by Pratt & Whitney GFT engines, according to Forbes.

It is widely rumored that the airline could finalize a contract for 100 – 150 aircraft by the end of June. According to Reuters, Cebu Pacific will choose a combination of Boeing 737 MAX 8-200s and 737 MAX 10s or Airbus A320neos and A321neos. The airline currently owns a fleet of over 70 aircraft, ranging from Airbus to ATR turboprop. However, it doesn’t own a Boeing aircraft thus far.

“The order is designed to provide Cebu Pacific with maximum flexibility to adapt fleet growth to market conditions, with the ability to switch between the A321neo and A320neo,” Michael Szues, CEO of Cebu Pacific, said in the statement.

The no-frills airline got into gear and revealed that it will add 17 jets this year. Earlier this year, Cebu Pacific welcomed its fifth aircraft, an Airbus A320neo. The new aircraft is believed to operate more sustainably and use 15% less fuel per flight compared to the previous batch. The airline expects to achieve a fleet count of 92, expecting 17 aircraft deliveries for the year.

“Adding another neo aircraft to our growing fleet supports our goal of reducing our carbon footprint. We’re proud to take a more proactive approach in minimizing our environmental impact, all the while addressing the ongoing demand for air travel,” Alex Reyes, Chief Strategy Officer of the airline, said.

The airline is looking to have an all-A320neo series fleet by 2028.

Increased Service at Manila Airport

In addition, Manila’s Ninoy Aquino International Airport (NAIA) is aiming to increase its aircraft movement limit in the near future. Cebu Pacific could stand to benefit from the new policy, operating to 29 domestic destinations and 23 international cities from NAIA.

“Per incremental movement per hour, that means we can base one or two more aircraft in Manila, basically adding lines of flying,” Alexander Lao, the president and chief commercial officer of the airline, told Philstar.

Earlier this year, San Miguel Corporation and NAIA Infrastructure Corp were granted the concession to operate NAIA for 15 years, with a 10-year extension based on its performance.

Alaska Flight Attendants Slated to Receive 32% Pay Bumps

Alaska Airlines flight attendants are set to receive hefty pay raises along with boarding compensation as part of a pending agreement.

Alaska Airlines flight attendants are set to receive hefty pay raises along with compensation during boarding. A new tentative agreement — which is still pending a final vote from the carrier’s flight attendants — was approved by union leadership late last week.

With the new deal, flight attendants at the Seattle-based airline will see pay rates increase by an average of 32% depending on company seniority. If ratified, the so-called “record” contract would position Alaska flight attendants as one of the most compensated in the U.S. alongside Southwest.

Boarding Pay

Joining just a handful of other U.S. airlines, Alaska flight attendants will receive boarding pay as part of the new TA. The airline and its flight attendants became the first labor group represented by the Association of Flight Attendants (AFA) to include boarding pay in a new contract.

Both Delta and SkyWest — whose flight attendants are not unionized — offered boarding pay to their cabin crew in 2022. Southwest bucked the long-standing industry practice when its flight attendants inked a new contract earlier this year.

Retro Pay

Also included in the new Alaska TA is retroactive pay. In a summary viewed by AirlineGeeks, the AFA said it used the same formula as Southwest to calculate the payment, which extends to when the original contract became amendable in December 2022.

Southwest gave its roughly 20,000 flight attendants a total of $364 million in retro pay.

Alaska and its flight attendants had been in federal mediation for several months before this TA was reached. Union membership is set to vote on the new agreement later this month.

The union said it expects the three-year agreement to “carry us through the period of negotiating any joint contract” as a merger with Hawaiian Airlines looms.

Several airlines and their respective flight attendant unions remain at the bargaining table, including American, which has also been in federal mediation for several months. The Association of Professional Flight Attendants (APFA) — which represents American Airlines flight attendants — said in a recent update that progress was being made towards a new contract.

American Plans to Buy 100 Hydrogen-Electric Engines

American Airlines announced that it has increased investment and entered into a conditional purchase agreement with ZeroAvia.

American Airlines announced that it has entered into a conditional purchase agreement with ZeroAvia for 100 hydrogen-electric engines to power regional jet aircraft.

According to a news release from the carrier published Tuesday, this green initiative will allow jets to fly with zero inflight emissions, aside from water vapor. Additionally, American has increased its investment in ZeroAvia since announcing its memorandum of understanding in 2022.

Hollister, Calif.-headquartered ZeroAvia is developing hydrogen-electric (fuel cell-powered) engines for commercial aircraft, which offer the potential for near-zero inflight emissions. The company is flight testing a prototype for a 20-seat plane and designing an engine for larger aircraft such as the Bombardier CRJ-700, which American operates on certain regional routes.

“Advancing the transition of commercial aviation to a low-carbon future requires investments in promising technologies, including alternate forms of propulsion,” said American’s CEO Robert Isom. “This announcement will help accelerate the development of technologies needed to power our industry and uphold our commitment to make American a sustainable airline so we can continue to deliver for customers for decades to come.”

ZeroAvia aims to deliver environmentally friendly electric propulsion engines to the industry. The international aerospace company’s primary focus is on developing hydrogen-electric engines. According to the release, ZeroAvia hopes to certify its first powertrain for up to 20-seat planes by the end of 2025 and is working on a larger powertrain for 40 to 80-seat aircraft by 2027.

“In signing this purchase agreement and furthering its investment, American is supporting our mission of innovation for clean aircraft propulsion and it is a good signal that ZeroAvia is delivering on our technology roadmap,” said Val Miftakhov, ZeroAvia founder and CEO. “The solutions that can serve the largest airlines are within reach, and the clean future of flight is coming.”

The news release states that American seeks to achieve net-zero greenhouse gas emissions by 2050 through purchasing novel engine technology like ZeroAvia’s. The airline also says that lower-intensity electrical systems used by hydrogen-electric engines have the potential to offer significant cost savings.

Ghanaian Aviation Experts Urge Collaboration for Safe 5G Network Rollout

Aviation experts in Ghana have called for closer collaboration between the National Communications Authority (NCA) and the Ghana Civil Aviation Authority (GCAA) in the rollout of 5G network services. According to the Ghana News Agency (GNA), the 5G network is expected to be launched by the third quarter of this year, ushering mobile phone users into a new era of digital connectivity.

During a two-day Aeronautical Information Services (AIS) Stakeholder Engagement held at the new GCAA head office at Kotoka International Airport, GCAA AIS stakeholders addressed concerns about the 5G network rollout in Ghana. The workshop, themed “Charting the Digital Future: Collaborative Solutions for Enhanced Aeronautical Information Quality,” took place beginning Thursday, June 27, 2024.

The panelists highlighted that the 5G network operates in a spectrum of electromagnetic waves, which could initially affect Communications, Navigation, and Surveillance (CNS) infrastructure. They stated, “We communicate using signals, navigation equipment also uses the same signal or a similar spectrum, initially, depending on how it is deployed, it may affect this infrastructure and what we will do as AIS is that we will rely on CNS to give us information concerning any interference to these CNS infrastructures and we of course will publish such information. If it calls for a NOTAM, we will publish that, if it calls for changes they (CNS) will do that and inform us so we publish that.”

The experts further emphasized the need for closer collaboration between the NCA and the GCAA to ensure a safe rollout of the technology. They noted, “Definitely the CAA has a say when these networks are lodged. They (GCAA) would like to do their safety assessment to see if it (5G) won’t affect their existing infrastructure in the first place. So the Ghana Civil Aviation Authority will have a say, of course the National Communications Authority also has a say in that.”

Potential Safety Risk

The deployment of 5G spectrum services poses a potential risk of interference with radio altimeters, which are critical for aircraft landing and safety systems. Radio altimeters provide highly accurate information about an aircraft’s height above the ground, informing other safety equipment such as navigation instruments, terrain awareness, and collision-avoidance systems.

A 2020 study by the Radio Technical Commission for Aeronautics (RTCA), a private, not-for-profit association specializing in communications, navigation, surveillance, and air traffic management (CNS/ATM) issues, highlighted the risk. It found that both 5G base stations and user equipment operating in the 3.7–4.2 GHz frequency band presented a risk of harmful interference to radar altimeters, which operate in the 4.2–4.4 GHz range. This raised concerns about the proximity of auctioned frequencies to this range, with potential safety implications for all aircraft types, including commercial transport airplanes, business jets, regional aircraft, and helicopters.

The International Civil Aviation Organization (ICAO) has emphasized the importance of considering public and aviation safety when enabling cellular broadband and 5G services near radio altimeter frequency bands. In a state letter from March 2021, former ICAO Secretary General Fang Liu (2015-2021) urged administrations to prioritize safety in decisions related to 5G network deployment. Additionally, during a Frequency Management Workshop in Casablanca, June 6-10, 2022, ICAO called for measures to reduce the impact of 5G installations on aircraft movement.

Severe Turbulence Strikes Again, This Time Injuring 40

Seven passengers are in the hospital with severe but non-life-threatening conditions after turbulence aboard an Air Europa flight.

Seven passengers are in the hospital with severe but non-life-threatening conditions after turbulence aboard an Air Europa flight from Spain to Uruguay caused dozens of passenger injuries on Monday morning.

According to an article breaking the news by The New York Times, Flight UX045 made an emergency landing in Natal, Brazil, after extreme turbulence left 36 injured. The New York Times reported several passengers experienced neck and skull fractures, with 23 individuals taken to the hospital after landing.

Later reporting by ABC News said that the airline confirmed a total of 40 people were injured with 10 being taken to the hospital. As of Tuesday, ABC News reports that seven individuals remain hospitalized in serious, but not life-threatening conditions.

Air Europa has yet to release a media statement regarding the incident on its website, but the company has made several posts to Twitter/X updating the public on the status of the passengers. The Spanish airline’s most recent post on Tuesday morning said that the non-injured passengers had been flown on UX045A to their original destination at Carrasco International Airport in Montevideo, Uruguay.

“The flight has landed in Montevideo and the passengers have already disembarked,” Air Europa posted in a statement translated from Spanish on Twitter/X. “We apologize for what happened and for the inconvenience caused. We look forward to a speedy recovery of the passengers. We will inform you of any other relevant information. We are available for any questions.”

The remaining injured are being treated by medical personnel in Natal. Videos taken aboard the Boeing 787 Dreamliner were posted on Twitter/X showing a passenger dangling from an overhead luggage compartment after the turbulence struck.

This incident marks the second of its kind this year after extreme turbulence also injured 30 and killed one person aboard a Singapore Airlines Boeing 777-300ER flight in May. Extreme turbulence of this degree is rare, and the Singapore Airlines incident was the first turbulence-related fatality in years.

Alaska Adds Two Mexico Routes

Alaska Airlines is expanding its international network with new nonstop service to two popular Mexican destinations this winter.

Alaska Airlines is expanding its international network with new nonstop service to two popular Mexican destinations this winter.

Starting on November 20, the airline will be the only U.S. carrier offering service between Los Angeles (LAX) and La Paz (LAP), a coastal city known for its diving and sport fishing. Flights will operate year-round, up to three times weekly.

The Seattle-based carrier previously served La Paz from 1997 to 2013.

On February 13, Alaska will launch daily nonstop flights between LAX and Monterrey (MTY), one of Mexico’s largest cities. Both routes will be operated by Embraer E175 regional jets.

“We recently celebrated 35 years of service to Mexico and are proud to connect travelers with the rich culture and natural beauty of the country. We look forward to continuing to serve as the carrier of choice from the West Coast, especially as we prepare to start service to these popular destinations in Mexico,” said Kirsten Amrine, vice president of revenue management and network planning at Alaska, in a press release.

The airline says tickets for the new flights will go on sale in the afternoon of July 3.

SAS Staff Can Now Have Visible Tattoos, Wear Sneakers

Scandinavian Airlines (SAS) has announced a new policy allowing flight attendants and other frontline staff to display visible tattoos and wear sneakers as part of their uniform. This change is part of SAS’s efforts to create a “modern, inclusive, and welcoming environment for all,” according to the airline.

In a statement on Monday, SAS said, “By further embracing individuality and comfort among our staff, we aim to enhance the overall experience and ensure everyone feels valued and welcome.”

SAS is the latest airline to adopt more relaxed uniform policies, following in the footsteps of carriers like Virgin Atlantic, Alaska Airlines, and Air Canada. The move is seen as a way to attract and retain employees in a competitive job market, as well as to create a more inclusive work environment.

Boeing to Acquire Spirit AeroSystems in $8.3 Billion Deal

The price tag on the merger described by Boeing as an "all-stock transaction" is $4.7 billion, or $37.25 per share, and is expected to close in 2025.

Boeing has entered into an agreement to acquire Spirit AeroSystems. The price tag on the merger described by Boeing as an “all-stock transaction” is $4.7 billion, or $37.25 per share.

“The total transaction value is approximately $8.3 billion, including Spirit’s last reported net debt,” Boeing said in a statement.

Spirit AeroSystems, based in Wichita, Kansas was part of Boeing until 2005, when the company was split off and sold to private equity investors. The company manufactured fuselages and other components for the Boeing 737.

According to National Transportation Safety Board investigators, Spirit AeroSystems built the fuselage with the door plug that failed in flight on January 5, resulting in an explosive decompression and a worldwide temporary grounding of the 737 Max 9 fleet.

“We believe this deal is in the best interest of the flying public, our airline customers, the employees of Spirit and Boeing, our shareholders, and the country more broadly,” said Boeing president and CEO Dave Calhoun. “By reintegrating Spirit, we can fully align our commercial production systems, including our safety and quality management systems, and our workforce to the same priorities, incentives, and outcomes—centered on safety and quality.”

Boeing’s acquisition of Spirit will include substantially all Boeing-related commercial operations, as well as additional commercial, defense, and aftermarket operations.

As part of the transaction, Boeing will work with Spirit to ensure the continuity of operations supporting Spirit’s customers and programs it acquires, including working with the U.S. Department of Defense and Spirit customers regarding defense and security missions.

As reported earlier this year by FLYING, the discussion to put the Spirit AeroSystems back under the Boeing umbrella was seen as an effort toward improving quality control over components and their installation in Boeing products.

How Do Crew Rest Requirements Work

Airlines, charter companies, and even flight schools have limits on how much their crews can work before taking mandatory time off.

Crew rest is a critical part of airline flying. Airlines, charter companies, and even flight schools have limits on how much their crews can work before taking mandatory time off. Though sometimes convoluted – and inconvenient if a flight cancels because pilots run out of time – these rules are crucial to ensuring flights, and the National Airspace System as a whole, continue to operate safely and efficiently 24 hours per day.

Fatigue, historically, has been a contributing factor to a number of aviation incidents and accidents. Fatigue degrades decision-making, alertness, and reaction times, making it more difficult for pilots and other air crew to recognize and respond to critical situations in flight.

Crew Rest Overview

The rules that dictate required rest periods are significant factors in determining how and when airlines schedule their flights. They need to make sure not only that the pilots and cabin crew won’t fly too much but also that they won’t be at the airport for extended periods. That is because crew rest is not determined based on flight time; rather, it’s based on duty time, beginning the moment that the crew arrives at the aircraft to begin their inspections and paperwork.

Crew rest limitations vary based on the type of operation that crews are operating under. Major airlines operate under Part 121 of the Federal Aviation Regulations (FAR), while charter companies operate under Part 135. Private operators, such as non-aviation companies that use pilots to further their own business, can operate under Part 91 of these regulations. 

Mandatory rest requirements depend largely on how long a crew’s duty time was in a certain day. Longer days require more rest before crews need to show up to work again.

As a baseline, crews cannot be scheduled with any less than eight consecutive hours of rest at a time. This allows sufficient time to leave the airport, go to a hotel, sleep, and return. There are further rest requirements for days that crews are scheduled to work especially long hours.

Crew Rest for Commercial Airlines

Under Part 121, nine hours of rest are required if a crew member is scheduled for under eight hours of flying time. That requirement increases to 10 hours for 8-9 hours and 11 hours for 9+ hours of flying. Companies may not schedule crews to operate flights unless they have met at least this minimum rest requirement. There are some exceptions to this rule if the crews are offered extended rest at the end of a certain duty period.

This is a critical reason why international flights have multiple pilots: with more than two pilots, a flight deck can be fully-staffed for longer by allowing some pilots to rest mid-flight. The same is true for flight attendants onboard, who are equally subject to rest requirements.

When crews are on their mandatory rest, they may not be scheduled to accept any duty assignment. 

Important to this rule is that non-local commuting is not allowed to be part of a rest period. Since many crewmembers do not live in the cities where they are based, they must be scheduled for additional time off in between trips to allow for travel home and back to base.

Ultimately, Part 121 crewmembers are limited to a certain amount of flight time per week, month, and year, further limiting the amount of work they can accept. An important distinction is between acute and chronic fatigue. Acute fatigue is that which happens over a short period due to lack of sleep, hunger, or dehydration; chronic fatigue is a long-term condition resulting from consistent stress or sleep deprivation.

By limiting both the amount of time crews can fly in a day as well as the amount they can work over a longer period, the FAA strives to ensure that crews cannot burn out over long periods even if they get enough rest day-to-day. Such prevents fatigue symptoms that are more difficult to notice long-term but can still be hazardous.

Crew Rest for Charter Pilots and Instructors

Part 135 charter crews equally have rest requirements, though they are not quite as strict as the Part 121 rules. The same eight hour rest baseline still exists, as do the longer rest requirements for longer duty days. However, Part 135 pilots are allowed to work more hours in a week, month, and year than Part 121 pilots are, allowing for more consistent utilization long term.

The rules change again for Part 135 crews working non-scheduled operations: single-pilot operations are limited to eight hours of flying per day, while multi-pilot crews get 10. These pilots have more exceptions regarding when they are allowed to extend their duty days granted enough rest is provided in between, and they are allowed even more annual flight hours than even scheduled Part 135 pilots. If inflight delays cause crews to exceed their duty times, extended rest must subsequently be provided.

Pilots operating under Part 91, the set of regulations governing general operations, are limited only if they fly for companies under Parts 121 and 135 as well. Many aircraft ferry companies operate exclusively under Part 91, allowing their pilots to fly for extended periods nonstop in order to meet delivery schedules.

Flight instructors, meanwhile, are limited to eight hours of in-flight instruction at a time. There is no limit to how much they can provide ground instruction on top of those eight hours. Note that there is no rest requirement in this rule, only a maximum flying requirement. Flight instructors also have no annual maximum – outside of eight hours per day every day, of course. They are also not prohibited from flying in non-instructional capacities in their time off.

Repercussions for Violating Crew Rest

Crew rest is, more than anything, built to protect the traveling public. Essentially, the more public the operation, the more rest is required for each crew member. 

Airlines around the world have been fined for violating crew rest requirements; Air India was fined earlier this year for violating crew rest rules, and a Virgin Atlantic pilot was terminated earlier this month when it was discovered she held a second pilot job to circumvent rest rules. The FAA has taken action against airlines violating crew rest regulations for years.

Crew rest violations are easiest to notice in the larger air carrier operations. They are often tougher to notice in Part 91 operations and in flight instructors, who generally have less day-to-day oversight from the FAA or designated representatives. However, when crews do receive inadequate rest, the results are often incredibly public; as with other safety issues in aviation, it only takes one incident to garner attention and bring about substantial change.

Congress Limits Long Distance EAS Routes

New rules set by Congress may place limits on certain long distance Essential Air Service (EAS) routes in the coming years.

In the recently passed FAA Reauthorization Act, Congress added some new rules that affect the Essential Air Service (EAS) program, including limits on certain routes and how airlines can reduce or limit service. 

There is one new requirement for EAS routes that will affect one airline specifically. A new rule will place limits on EAS-funded routes over 650 miles, with exceptions in Alaska due to the vast distance between cities.

This new 650-mile rule will greatly affect Sun Country’s longer EAS flights out of Eau Claire, Wis. to cities like Fort Meyers, Orlando, and Las Vegas, the shortest of which is just over 1,260 mile, almost double the new rule.

While the bill passed in May, Sun Country had already been selected prior to the new rules becoming law, so its EAS contract for Eau Claire gets grandfathered in until the next bid in September of 2028. 

Impacts For Breeze

Breeze, on the other hand, is not grandfathered in, and the limits do affect one of the contracts for which it has already submitted. The airline has submitted bids for the EAS community of Ogdensburg, N.Y., with proposed flights to Washington Dulles as well as to Florida. The route to Washington is within the 650-mile range, but Florida would be outside of it.

And since the contract hasn’t been awarded yet, it likely does not get grandfathered in like Sun Country. 

There are a couple of routes in the lower 48 that do come close to the 650-mile rule, but don’t go over, including Contour’s Macon, Ga. to Baltimore-Washington flight which comes in at 594 miles. But, the closest without going over is Advanced Air’s route from Crescent City, Calif. to its base in Hawthorne, Calif. which sits at 630 miles, just 20 miles short of the new rule.

One can only assume this new rule is put in place to keep the EAS program true to its one core purpose: connecting those smaller communities through an airline hub to the global flight network.

Longer routes like Sun Country’s flights from Eau Claire and Breeze’s proposed flights out of Ogdensburg might be good for enplanement numbers at the small communities, but it isn’t always helpful for those people that need to fly to anywhere other than Florida or Las Vegas.
